About Harbor Civil & Marine:

Harbor Civil & Marine, Inc. (formerly Harbor Dredge & Dock, Inc.) is a full-service Class A General Contractor specializing in civil construction, marine construction, dredging, stormwater management, and dam rehabilitation throughout Virginia and the Mid-Atlantic region. Our story began in the fall of 1987, when a property owner was left with a challenging dredging project that another contractor had abandoned. When Paul Smith was approached to recommend someone capable of finishing the work, he instead formed Harbor Dredge & Dock and took on the project himself. For nearly the next 30 years, Harbor focused primarily on hydraulic and mechanical dredging and building marine related structures, completing projects on lakes, rivers, tidal waterways, and throughout the Chesapeake Bay. During those decades, Harbor built a reputation for taking on challenging projects and developed an experienced workforce, specialized equipment, and extensive knowledge of working in and around the water.

In 2016, Harbor began a deliberate expansion into stormwater management and civil infrastructure, applying decades of dredging and marine experience to the maintenance, repair, and rehabilitation of stormwater systems for local governments and other clients throughout Central Virginia. In 2020, that evolution continued as customers increasingly turned to Harbor for dam repair and rehabilitation, which has since become one of the company's most successful and growing lines of work. As our capabilities expanded beyond the services reflected in our original name, Harbor Dredge & Dock evolved into Harbor Civil & Marine. The new name represents the company we are today while honoring the history, people, and reputation that brought us here. From our roots in dredging and dock construction to today's civil, marine, stormwater, and dam projects, our commitment remains the same: take on challenging work, provide practical solutions, and deliver quality results our customers can depend on.
